When you implement a new emergency mass notification or critical event management system, you will need to develop a policy for adding new subscribers.

There are benefits when considering an opt-in versus an opt-out user signup process. Along with the many misconceptions and opinions about what opt-out and opt-in systems are, the bottom line is that your people are required to make a choice regardless of the method for participation in the ENS.

Traditionally, administrators term an uploading model as opt-out, and end user managed accounts as opt-in. Today we hear more about opt out/upload as a way to force more people to participate. Excluding yourself from a self sign up model sounds easier than requiring a user to disable a pre-created account, however, there are advantages and disadvantages to both. There are solutions beyond a simple data upload or implementing an account creation form.
